Talent Management as a Governance Strategy to Improve Employee Performance Through Organizational Culture

This study investigates the role of talent management in improving employee performance through the mediating effect of organizational culture within Indonesian State-Owned Enterprises (SOEs), particularly following the implementation of the AKHLAK core values framework. While previous studies have primarily focused on the direct impact of talent management on performance, limited research has examined the strategic function of organizational culture as a mediating mechanism in public-sector institutions. Using a quantitative approach, data were collected from 63 employees of PT Sucofindo Samarinda and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results suggest that talent management has a significant impact on both organizational culture and employee performance. Furthermore, organizational culture fully mediates this relationship, underscoring its crucial role in translating strategic HR practices into effective performance outcomes. These findings highlight the importance of aligning talent management systems with institutional cultural values to enhance employee productivity and organizational effectiveness in bureaucratic environments.
