Abstract

Human resource development for halal tourism in Indonesia faces complex challenges from various aspects. From the government's perspective, different training programs have been implemented through Vocational Training Centers (BLK), the Tourism Office, and related institutions, but the quality of human resources remains suboptimal, particularly in foreign language proficiency, cultural understanding, and competency requirements for the tourism industry. Furthermore, the low welfare of employees working in the tourism sector increases employee turnover. From an industry perspective, weaknesses in work discipline, limited understanding of halal standards, and limited adaptation to digital technology are key obstacles. However, leadership grounded in example and spirituality has been proven to foster greater discipline and integrity, offering a powerful solution to these challenges. At the same time, the digitalization of halal tourism promotion is a strategic factor in enhancing the competitiveness of halal tourism in Indonesia. From a social and cultural perspective, the emergence of public resistance to halal facilities and the stigma of Islamization demonstrate the need for a more inclusive communication strategy, sensitive to diversity, and aligned with local wisdom. Therefore, developing human resources for halal tourism in Indonesia requires an integrated approach that combines government policies, industry practices, and socio-cultural acceptance to create a competitive, sustainable sector.
