Market developments and the high level of global business competition require companies to pay attention to employee needs and facilitate employee development. In this regard, companies can demonstrate their concern for their employees' Quality of Work Life. Quality of work life is the feeling employees have about their work, which affects work effectiveness. According to the European Foundation for the Improvement of Living and Working Conditions (EWON, 2002), there are five dimensions in Quality of Work Life: Health & Well-Being, Job Security, Job Satisfaction, Competency Development, and Work & Work Life. Competency development is a dimension that will be studied in more depth. This research will be conducted at a cement and concrete manufacturing company in East Java. As a growing company, the company needs to restructure to face global competition. Therefore, a talent management system is required to help the company develop potential leaders capable of achieving its business strategy. The method used in this research is action research. Because the assessment stage found that several talent management support systems were not ready, designing a recruitment and selection system as the first step of the talent management system became the focus of the intervention.
